Abstract

Amidst accelerating urbanization and digitalization, major cities in Indonesia face pressure to improve efficiency, sustainability, and the quality of life for their citizens. The transformation toward a smart city concept is becoming increasingly important as an adaptive and responsive urban management strategy to today's challenges. Two key technologies, IoT and AI have the potential to become the foundation for this transformation, through real-time data collection and intelligent analytics. This article aims to review the role and potential of IoT and AI integration in smart city development in Indonesia, as well as evaluate the challenges and opportunities arising from the implementation of these two technologies. The approach used is a literature review using descriptive-qualitative methods and thematic analysis of local and international publications, including a number of smart city initiatives in Indonesia (e.g., cities that have begun adopting IoT/AI). Data was collected through journal reviews, practical reports, and policy documents. The study results indicate that the integration of IoT and AI enables improvements in city operational efficiency (e.g., energy management, intelligent transportation, waste management) and the quality of public services. For example, research related to IoT shows an increase in operational efficiency of up to 10% and a reduction in energy consumption after the implementation of IoT in one Indonesian city. However, significant challenges remain, such as limited infrastructure, data security and privacy issues, and a shortage of skilled human resources in the IoT/AI field. Future opportunities include developing a data ecosystem, strengthening regulations and interoperability standards, and empowering city residents (smart people) as agents of transformation. The integration of IoT and AI is a crucial strategy in developing smart cities in Indonesia to achieve efficiency, sustainability, and improve the quality of life. To optimally realize this, strategic steps are needed: building adequate digital infrastructure, improving technological literacy and human resource competency, enforcing data security and privacy, and multi-stakeholder collaboration including local governments, the private sector, and the community. These recommendations are expected to support the creation of a more integrated and sustainable smart city ecosystem.
