Perempuan dalam Kebijakan Ekonomi Pariwisata: Kajian Kritis Feminis Terhadap RUU Kepariwisataan

Pembangunan pariwisata di Indonesia diposisikan sebagai sektor unggulan ekonomi nasional, namun pendekatannya masih didominasi oleh paradigma ekonomi-politik yang mengabaikan dimensi gender. Perempuan, yang menjadi mayoritas tenaga kerja di industri ini, sering kali menghadapi beban ganda, diskriminasi, dan keterbatasan akses terhadap pengambilan keputusan serta perlindungan sosial. Penelitian ini bertujuan untuk mengkaji sejauh mana Rancangan Undang-Undang Kepariwisataan (RUU Kepariwisataan) mengakui dan melindungi hak-hak perempuan dalam pengembangan sektor pariwisata di Indonesia. Dengan menggunakan pendekatan kualitatif berbasis studi dokumen, analisis dilakukan terhadap isi pasal-pasal dalam RUU Kepariwisataan 2022, khususnya Pasal 18, 60, dan 67, dengan menggunakan lensa teori feminis Marxis dan pendekatan Gender and Development (GAD). Hasil analisis menunjukkan bahwa RUU ini memuat tujuan pembangunan dan penguatan sektor pariwisata, namun belum mengintegrasikan perspektif gender secara eksplisit dan kurang memberikan perlindungan serta pengakuan terhadap hak-hak perempuan. RUU masih mengadopsi paradigma Women in Development (WID) yang berfokus pada integrasi perempuan dalam ekonomi tanpa membongkar relasi kuasa yang timpang, alih-alih pendekatan Gender and Development yang lebih transformatif.
